'A' wants to present a book on B's birthday. It means that book is an acceptable gift and also Assumption III is implicit. But we do not have this combination II and III as our alternative.
Assumption I is implicit because there is a demand for introduction of written examination. Assumption. II is also implicit as it is said in the statement that written exam will prevent the selection of incompetent persons.
Assumption II and III are implicit because without these assumptions the statement does not make any sense. Assumption I is contrary to what is the purpose of the statement. Hence, I is an invalid assumption.
