1. Statement: The Deputy Mayor of city Z has proposed to install a plant of mineral water and to supply citizen's mineral water bottles at Rs. 6 per litre as against Rs. 10 per litre being sold by local private companies.
Courses of Action:
The local private companies of city Z will have to close their operation.
The Corporation of city Z will have to provide for losses in this project in its budget.
The tap water schemes of city Z will have to be stopped.
The Corporation has planned to install its plant so as to achieve cost-effective production of mineral water. Had there been a loss, it could also acquire water from private companies. So, II does not follow. Besides, the local private companies can survive by cutting costs or by extending their sales network to other cities. Thus, I does not follow. Lastly, the Corporation seeks to provide healthy drinking water to the residents. Water for general use would still be delivered through taps. Hence, III also does not follow.
2. Statement: The meteorological department has issued a notification forecasting less rainfall during next year's monsoon.
Courses of Action:
The government should immediately set up a water authority for proper management of water resources.
The water supply authorities should be asked to implement reduction in regular water supply to tackle the situation.
The farmers should be advised to cultivate alternate crops which require less water during the coming months.
Getting the information well in advance clearly suggests that adequate water be saved for the crisis by proper management and moderate cuts in water supply. Cultivating alternate crops may not prove viable for the farmers. So, only I and II follow.
3. Statement: There was a spurt in criminal activities in the city during the recent festival season.
Courses of Action:
The police should immediately investigate into the causes of this increase.
In future the police should take adequate precaution to avoid recurrence of such situation during festival.
The known criminals should be arrested before any such season.
The police ought to find out the lackenings in existing security arrangements and make up for these inadequacies to strengthen security and thus prevent criminal activities in the forthcoming festival. So, both I and II follow. Arresting the known criminals does not ensure safety, for a novice can also indulge in crime. So, III does not follow.
4. Statement: A large number of students who have passed their XII Std. terminal examination in the country could not get admission to colleges as the number of seats available are grossly inadequate.
Courses of Action:
The evaluation system of XII Std. terminal examination should be made more tough so that fewer students pass the examination.
The Government should encourage the private sector to open new colleges by providing them land at cheaper rate.
The rich people should be asked to send their wards to foreign countries for higher studies enabling the needy students to get admission in colleges within the country.
Clearly, reducing the number of aspirants for admission to colleges or sending the students of well-to-do families to foreign countries for higher studies, is no proper solution. So, both I and HI do not follow. The right solution is to increase the number of colleges so as to accommodate the increasing number of admission-seekers. So, only II follows.
5. Statement: It has been reported by one of the TV channels that the answer papers of Board examination of one State are evaluated by students studying in the same standard with the help of model answers as instructed by the examiners.
Courses of Action:
All such examiners should be immediately suspended from their official positions.
All such papers evaluated by the students should be immediately confiscated and got evaluated by qualified teachers.
The Board should explore possibilities even though they are remote, of getting the answer papers of this examination evaluated by computerised machines.
Students who work hard all the year round to perform well at the Board examination deserve to be evaluated correctly by experts, and not mechanically or by inexperienced people. Besides, examiners who shirk their duty of evaluating answer papers, ought to be punished. So, both I and II follow, while III does not.
6. Statement: The condition of all the major roads in the city has deteriorated due to incessant rain during the last two months.
Courses of Action:
The city civic authority should deploy additional traffic staff to regulate the vehicular movement.
The city civic authority should immediately make arrangements for repairs of the damaged roads.
Motorists should be alerted at various places by putting up sign boards about the bad patches of the roads to enable them to plan their journey accordingly.
Clearly, all the given courses of action aim at either getting the damaged roads repaired or regulating movement of traffic on, bad roads and making journey easy for all vehicle owners. So, all the courses follow.
7. Statement: There have been quite a few incidents of highway robbery on the super expressway between/cities A and B during recent months.
Courses of Action:
The local administration should immediately set up police tickets along the expressway to prevent robbery.
The local administration should immediately close down the expressway till the robbers are apprehended.
More and more people should be given training on how to tackle with the robbers.
Clearly, incidents of robbery can be practically averted only by tightening security arrangements and increasing vigilance by police. So, I follows. Neither II nor III follows as none of them is practically viable.
8. Statement: The Institute has fixed for the investors a validity period of one year for transfer forms for some of its listed schemes.
Courses of Action:
The Institute should consult investors before fixing the duration of validity period.
The investors should be duly informed about the validity period.
List of schemes covered under this validity period should be communicated.
Clearly, it becomes essential for the Institute to communicate to the investors the details of any new policy it formulates. So, only II and III follow.
9. Statement: The vehicular traffic has increased so much in the recent past that it takes at least two hours to travel between the city and the airport during peak hours.
Courses of Action:
Non-airport bound vehicles should not be allowed to ply on the road connecting the city and the airport.
The load of vehicular traffic should be diverted through various link roads during peak hours.
The departure and arrival of flights should be regulated so as to .avoid congestion during peak hours.
Clearly, the schedule of flights cannot be programmed on the basis of the city's traffic conditions. So, III does not follow. The only solution of the problem seems to be to regulate traffic movement and to provide alternative routes to various destinations so as to divert the traffic off the congested roads. Thus, II follows. Besides, the convenience of both the airport and non-airport bound vehicle owners is to be taken care of. So, I does not follow.
10. Statement: There is a considerable increase in the number of persons affected by water-borne diseases during monsoon period.
Courses of Action:
The question should be raised in the Legislative Assembly.
The Government should disseminate adequate information regarding the pure drinking water to people.
All the hospitals in the city should be equipped properly for the treatment of patients during monsoon period.
Any aspect of health has two factors to tackle with - prevention and treatment. Prevention includes creating awareness among people, and treatment includes providing adequate medical facilities. So, both II and III follow.
