    Let the required number of revolutions made by larger wheel be x

    Then, More cogs, Less revolutions (Indirect Proportion)

    ∴ 14 : 6 :: 21 : x    ⟺    14 x x = 6 x 21

    x = 6 x 21

    x = 9.
