I is easier said than done. Even I makes sense only when the govt goes for II.
I is simply absurd. II follows as a solution to be complicated paperwork.
I follows as a measure of caution. But II won't solve the problem: poor electrical fittings would wreak havoc wherever the market be.

Both of these are extreme action.
I is impractical. . .Water is essential for life to go on. II is sensible, especially when using ground water is proving to be uneconomical.
I is the obvious course of action. But II is absurd punishment for thieves in understandable. But how can you punish "all the student"?
