Arguments I and III are strong. Education is meant for both knowledge and securing a job.

Argument I is strong because it gives more opportunities for the weaker section to grow and reduces the gap between the affluent and the downtrodden . Arguments II, III and IV are vague or they are not strong to support the statement.
Argument I is not strong as board exams do not provide any criterion to gain more Knowledge but they certainly provide a competitive environment to prepare a child to face such exams. Also, it would add an extra burden and pressure on tender aged children and will leave them with less time to play and enjoy. So, Arguments II, III and IV are strong.
I is not strong because it is not clear how the move will help reduce cases of partiality. II is weak because the abuse of a situation is inherent in any move . If that makes you abolish a move, it is like throwing away the baby with the bathwater.
